State Eligibility Servers Updated

The State has changed the Eligibility Servers we use for EVSing Clients in both PatTrac and TranTrac. We have tested these new servers and have now updated all installations of both PatTrac and TranTrac to use these new Servers.

Although we received no explanation of why they are changing the servers, we certainly hope that they will help eliminate the occasional discrepancy between them and MMIS.
